This Environmental Scan examines how outdoor and land-based early learning is positioned, supported, or constrained across all 13 provinces and territories in Canada, drawing on a national literature review and analysis of early learning and child care (ELCC) regulations, early learning frameworks, and standards of practice for early childhood educators across jurisdictions. The scan identifies critical gaps, tensions, and opportunities, and concludes with evidence-based recommendations for system alignment, ELCC regulatory reform, early learning framework development, and educator preparation and professional learning.
